Depends on what you're wanting to do.

If you're wanting to be able to do all the things (throws, takedowns, etc), since you're setting up on concrete, you'll probably want a double layer mat... Like get some cheap relatively cheap 4 to 5 cm thick puzzle mats (one no idea what thickness increments they're actually sold in over there, I just converted the thicknesses I'd recommend from inches to centimeters). You could also use some old wrestling mat, if you can get your hands on some. Schools will sometimes give away mats that the surface is no longer suitable to wrestle on. On top of those, put some good 5 cm think Tiffin or Dollamur mats. You can tape them together at the edges, or even build a wooden frame to keep them in place. You'll want to put a moisture barrier down, too, just some thick plastic roll would do. If you're really wanting to be able to train in the space, you'll also probably want to mat one wall at least.

To do all that, buying everything, here in the US would be about $2000, ball park. Maybe $2500 if you can't find any deals on materials.

All that said, if you're only gonna do ground work, aren't interested in takedowns, and think you can keep yourself away from the walls, 4 cm puzzle mats are probably fine. Yoga mat material can be bought in giant rolls; you could use that to cover the walls... not enough cushioning to drive someone against if you're really going at it and they're trying to stuff your takedown, but sufficient to keep anyone from getting scraped up if you roll against the wall during a match. That's probably around $450-500.
